| Club Constitution and Club Rules
Club Constitution and Club Rules- Status of Constitution and Rules: These rules (the Club Rules) form a binding agreement between each member of the Club.
1.LNER Youth Football Club (The Club) is constituted to promote youth (Boys & Girls) football
2.The Club in partnership with LNER Sports FC and LNER Ladies forms the football section of the LNER Sports & Social Club situated at Maybank Avenue, Sudbury, Middlesex
3.The Club is affiliated to the Middlesex County Youth Football Association (The County) and is subject to the rules & regulations of The County
4.Players are youths who are registered with The Club and pay the appropriate fees. Any person who wishes to be a member must apply on the Membership Application Form and deliver it to a member of the EC for approval. Election to membership shall be at the sole discretion of the Executive Committee. Membership shall become effective upon an applicant’s name being accepted by the EC.
5.Members are parents or guardians of players who with Club officials may vote at any General Meeting of The Club
6. The Annual General Meeting (AGM) of The Club will be held in June with a minimum of two weeks notice given by the committee
7. The up to date Financial Accounts of the Club will be presented at the AGM and will include LNER Sports FC
8. An Extra ordinary General meeting of The Club may be called by any fifty or more members by The Committee with a minimum of two weeks notice
9. An Executive Committee consisting of the following officers shall govern the Club:
Chairman,
Secretary,
Treasurer,
CPO, (Child Protection/Club Welfare Officer)
Football Development Officer.
10. The members present will elect the EC at the AGM. Officers will be elected on a 3-year term basis. Any member of the EC can apply for re-election once their term has elapsed.
11. The Executive Committee shall have the power to expel/remove a member when, in their opinion, it would not be in the interests of the club for them to remain a member. There shall be no appeal procedures.
12. The Committee will consist of the EC, plus one appointed person to represent each Team of players, plus any other person appointed to undertake any duty or responsibility on behalf of the club. The team manager and/or coach will make team selection of players. Each team must have an appointed manager/coach who holds a Level 1 F.A. Coaching certificate
13. Save as provided for in the Rules and Regulations of The Football Association and the County Association to which the Club is affiliated, the Executive committee shall have the power to decide all questions and disputes arising in respect of any issue concerning the Club Rules. The quorum for the transaction of business of the Executive Committee shall be a minimum of three. One person may hold no more than two positions on the Executive Committee at any time.
14. Players/Teams who leave the Club, be it for his/her own reason/Teams folding, or that of the EC will forfeit all rights to any honours or excursions for that season
15. All Committee members and appointed persons to be known as Club Officials
16. The Committee will determine Rules to govern Players, Members and Club Officials.
17. Club rules governing Club Officials will be notified to the individuals concerned
18. The Committee will set the level of Fees for Players
19. A club fee per year, with the exception of under 6s, 7s, 8s, 9s & 10s being less, reviewed each year, are to be paid in full at the start of season when registering for the relevant team. Any youth wishing to sign up for LNER are required to pay the full fee, regardless of whether they are classed as a regular or not
20. No refund for leaving The Club, or sessions cancelled due to bad weather or any unforeseen circumstances. Failure to pay in full will result in suspension until all fees or fines are paid
21. No Team Manager/Coach, Assistant, Player or Supporter should get involved in hostilities with officials, opponents or opponent’s supporters. All members of the club are to adhere to the club/coaches/parents code of conduct
22. All fines levied by the League, County or Club for disciplinary offences resulting from an event where an official report was made, will be paid in full by the person/s involved.
23. Any report made by the Club appointed official/ referee would be dealt with by the EC
24. Anyone within 14 days of receipt by them of written notification of any decision by the EC may appeal against such decision by lodging particulars in duplicate, accompanied by a fee of £5 (such appeal being address to the Secretary). In the event of the appeal being unsuccessful the fee shall be forfeited.
25. Club officials to be reimbursed in full for expenses incurred in the running of the Club. Proof required. All Team Managers are responsible for paying any fines incurred in relation to their own team by the League/FA. The 1st fine incurred will be paid for by the club, any subsequent fine (s) thereafter are the responsibility of the manager concerned. This relates to any fine (s) incurred for Match Card errors/non receipt of card/ Defaulted fixtures/Non confirmation of results.
26. Club official 1st choice team colours red/black striped football jersey/shirt, black shorts and socks. 2nd choice team colours sky blue football jersey, black shorts and socks.
27. Any club official player who leaves must return all football kit and or equipment supplied by the club.
28. Family with more than one playing member will pay full fee for the 1st registered and £10 less for each sibling thereafter.
29. League appointed Referees to be paid by the Manager before the start of the match or time agreed with the Referee. Managers to be reimbursed in full by The Club For the above mentioned Referee Fees
30. The Club will purchase public liability insurance through the Middlesex County FA.
Review of Club Constitution & Rules Document – It is recommended that the Executive Committee review this document on an annual basis.
Amendments to this document should be considered, proposed and voted upon at the Club AGM each year as necessary.
